CLAYTON, CA – The City of Clayton has successfully completed its Comprehensive Infrastructure Renewal and General Fund Savings Program, marking a significant milestone in the City’s commitment to fiscal responsibility and environmental sustainability. The program has transformed City facilities through strategic energy efficiency upgrades and renewable energy installations, including a net zero energy site. The $2 million program is expected to deliver $4.7 million in lifecycle savings through reduced utility and operational costs.
“The completion of this program represents a major step forward for Clayton,” said Mayor Trupiano. “By modernizing our infrastructure, we’ve taken the steps to improve the functionality and comfort of our facilities while generating substantial savings that benefit our entire community. These are resources we can now redirect to other critical City services.”
In 2023, the City completed a rigorous assessment of the City’s infrastructure, revealing many opportunities to update or replace inefficient or failing systems with more energy efficient equipment and prompting the City to take decisive action.
Key improvements made include citywide LED street lighting, interior and exterior LED lighting upgrades, smart irrigation control systems, high-efficiency HVAC modernizations, building automation systems and a solar PV parking shade structure. These improvements create a net-zero energy site across City Hall, the library, the maintenance and operations building and the Police Department. The program also included the installation of new electric vehicle charging stations and a comprehensive water study.
“Clayton’s leadership in energy modernization demonstrates how public agencies can transform aging infrastructure into high-performing assets,” said City Manager Kris Loftus. “This program showcases the power of data-driven solutions to create safer, more efficient facilities while generating significant fiscal benefits.” Mayor Trupiano adds, “The City’s achievement sets a strong example for municipalities throughout the region.”
“This project highlights the importance of steady leadership and collaboration,” said Vice Mayor Jeff Wan. “Mayor Kim Trupiano and I were proud to help guide this effort through staff transitions, ensuring the project stayed on course and true to the City’s long-term vision. By working closely with our consultants, we provided clear direction and strategic focus — helping deliver improvements that strengthen Clayton’s future and benefit the entire community.”
The program was strategically funded through American Rescue Plan Act (ARPA) funds and a California Energy Commission 1% ECAA loan, which minimized impact on the City’s general fund and maximized community benefits. Additionally, the City is in the process of applying for Inflation Reduction Act (IRA) reimbursements for solar and EV charging infrastructure investments.
The City invites the community to join them in “flipping the switch” at City Hall on Nov. 17 at 4 p.m. There will be light refreshments provided.
